Cebu Pacific Charges P70 ‘Web Admin Fee’ to Travelers?

I noticed it just now after getting round-trip plane tickets for my sister online. She’ll be traveling from the Visayas to Manila. While double checking the e-ticket sent to my e-mail, I browse through the payment details section (see photo below). Apparently, Cebu Pacific has this ‘web admin fee’ charged to travelers per transaction in the amount of P70. What’s that for? I mean, do we have to pay for booking online? Or perhaps, for the maintenance of their newly-upgraded website? No matter what the reason is, do you think it’s fair? I don’t think so.
